I want to say Histel Chauseur a Cheval.  I see them Ebay.de once in a while and I believe Scholtz sells them as well.

Actually I misspoke - Wolfgang Friedrich - which also means beautiful design and casting!

Great paint and interesting flats, I think is Philippe Fourquet's paintstyle.
