This was the bright spot in a rather disappointing lot of flats...
Appears to be a general, but not French, Russian or Prussian, as far as I can tell. I initially thought it might be Austrian given the chapeau and plume, but the embroidery and buttons do not seem correct. The pigtail would seem to indicate pre-1800 to 1805.
I cannot help but admire the striking resemblance to Mussolini.
General from Naples perhaps?
I'd like to start on this but painting will be problematic if I cannot identify the uniform.
Any help appreciated.

The feather in the hat is interesting on this one.
What is the shape of the base and are there any marks on it - those should help narrow down the editor?

It is a british officer from the Hyde Park Parade Set his No. is according to the catalogue EI 10 and its editor is Dangschat. Don“t know if these are still available from him.

Try getting a hold of a copy of British Napoleonic Uniforms By C.E.Franklin or British Army Uniforms from 1751-1783 by the same author. These books cover Uniforms Facings and Lace. Willie
