Identifying Maker for Swiss Army figures -ARMEE SWISS 1936-40

Can anyone on this forum help me identify these Swiss Army figures. They have a thick, generally square base sometimes cut irregularly . The flat figure is inserted into the base in a cut groove . painted on both sides . They have a fuzziness to the feel i usually associate with lead rot from storage. I have a large number of the figures ( all Swiss army ) and want to find out who might have made them .
