What are the best flat zinnfiguren for the period 1500? (landskneckts and Elisabeth I )

There are so many !
Golden cloth field, Tilbury, Landsknecht from Gottstein are among the best
The Valois is very interesting , even with a rather "particular" engraving
Scholtz has very nice sets around landsknecht and the great Maximilian triumph
There are also many Renaissance figures in the Kieler catalog with very nice Frank engraving
Mohr also designed and engraved the Apollon du Belvedere and a very nice scene of a dentist
There is also an interesting Golen clothe field in the Heinrichsen catalog
There are many others my preference going to th Gottstein sets
My opinion is that this period shows so nice costumes that any figure can just be nice

My favorite figures for the era of the Spanish Armada are in the Kieler Catalog---101(a+b) to 105(a+b).
The figures were designed by Rousselot and engraved by Frank. They can be used to depict any of the personalities of the "War of the Three Henry's." They also work well for the great captain of the era, Alexander Farnese, or Phillip II.
A finely painted example can be found in the "Louis Gallery."

I agree with Sir Eric in that this is a very well catered too area. A couple of other favorites of mine are Rieger and Cortum that have some figures that fit the bill as lovely figures as well.
Landsknecht's in particular seem to be extremely popular among editors, one suspects their colorful outfits strike a chord.
