I found these two interesting German language articles when searching on the world Zinnfiguren in Austrian National Library's digitalized magazines:

Interesting that the author speaks of collecting already in 1918.
The second one is from right after WWII broke out in 1939

Austrian National Library now have digitalized also newspapers from the period between the wars.
Most interesting that I have found yet are two dioramas shown in Leipzig in 1930, Cortez meeting Montezuma and Nebukanessar in Babylon: http://anno.onb.ac.at/cgi-content/anno?aid=vfr&datum=19301206&seite=22&zoom=33&query=%22zinnfiguren%22&provider=P03&ref=anno-search
